The mission of the Bureau of Hepatitis, HIV, and STI (BHHS) is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma.
The Bureau of Hepatitis, HIV, STI Prevention and Control oversees and coordinates the NYC Health Department’s response to the HIV epidemic. Units within the Bureau include:
HIV Prevention (HIV testing, promotion of biomedical prevention)
Care and Treatment (Ryan White, care coordination, research and evaluation)
Epidemiology (surveillance, partner services)
Clinical Operations and Technical Assistance
Social Marketing and Community Engagement (social marketing & digital media, community engagement, condom distribution)
Policy & External Affairs (intergovernmental affairs, policy planning)
The work of the Bureau includes:
direct administration of programs
oversight of contracted programs
community participatory planning
provider outreach and education
All with the goal of preventing new infections and supporting New York City residents living with HIV.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
• In collaboration with subject matter experts, develop customized Technical Assistance (TA) activities in the following areas: HIV partner services, epidemiological data-to care activities, integrated HIV prevention and care planning, HIV/HCV transmission clusters and outbreaks, social determinants of health, condom distribution, syringe service programs (SSPs), HIV prevention social marketing campaigns and social media strategies, increasing accessibility, acceptability, and availability of HIV prevention programs and services, and evidence based interventions; will be working with internal subject matter experts specializing in the areas of HIV epidemiology & field services, policy & external affairs, social marketing & community engagement and racial equity & social justice initiatives.
• Translate research and performance monitoring findings to develop summaries of progress and recommendations for program planning, in presentations to engage key stakeholders.
• Identify and develop opportunities for making contributions to the public health literature.
• Apply a systematic review of the recent published literature and clinical guidelines to inform the development of CBA training curricula and TA support of health departments and community based organizations (CBO’s) outside of New York City.
• Partner with BHHS Programs to understand current BHHS activities that can inform the development of CBA training and TA activities.
• Collaborate with our Northeast Region CBA Providers, University of Rochester and Primary Care Development Corporation (PCDC).
• Assist in development of CBA marketing and branding, including but not limited management of on-line presence, and content development.
• Technical Assistance (TA) and Capacity Building Assistance (CBA) may entail developing curricula, conducting trainings, developing and/or delivering webinars, facilitating learning communities, making linkages between members of different organizations (peer-to-peer), and developing distance learning materials.
• Identify and develop opportunities for making contributions to the public health literature.
• Submit abstracts to national conferences and papers to peer review journals, as appropriate.
• Represent the BHHS, as requested, at both relevant internal and external meetings.
• Respond to CDC-assigned capacity building requests, which will require conducting needs assessments, environmental scans/literature reviews, developing action plans, and providing customized TA activities.
• Up to 40% domestic travel, which involves travel to 11-13 US states and territories in the Northeast region, including Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, US Virgin Islands and Vermont.
• Under direction perform ad-hoc duties as may be assigned by Supervisor.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
Appointments to this position are subject to a minimum probationary period of one year.
• Excellent written, oral and interpersonal skills.
• Must have knowledge of HIV/AIDS prevention and treatment.
• A minimum of 5 years of experience in training preferred.
• Demonstrated knowledge of instructional design, online instructional design, and adult learning theory.
• Exceptional relationship-building and influencing skills. Ability to collaborate with subject matter experts and managers in training development, delivery and modifications.
• Some experience with abstract and manuscript development.
• Solid working knowledge of Excel and other MS Office software.
• A firm grasp of public health and health or social services evaluation.
• Keen attention to detail; and ability to handle multiple and diverse assignments.
• Preferred candidates will have strong organizational and project management skills.
• Advanced knowledge of high impact HIV prevention activities; an appreciation for data quality and program quality management.
• Experience managing projects such as coordination of workshops/trainings and development and design of questionnaires.
• Experience with overseeing the designing of materials, handouts, questionnaires.
• Diplomatic experience navigating within institutions such as Health Departments and Community Based Organizations (CBO’s) with different needs.
• Experience working effectively with a diverse staff of trainers, planners, capacity-building experts, clinicians, program managers and service providers within the DOHMH and at external agencies, including the CDC.
