Employee will be assigned to the Division of Water and Waste Management’s (DWWM) Permitting Group. Duties will be performed in office and field environments to protect state water resources. The work requires application of complex scientific principles and a working knowledge of federal and state laws and regulations. Employee will serve as a permit writer for the Stormwater Permitting Program. The position requires occasional travel and field work.
Under direct supervision, these positions perform beginning level professional work in a specialty area in the acquisition, preservation, management and enhancement of the state’s environmental/natural resources. The employee will function as a permit writer of Minor Construction Applications for the Stormwater General Permit for Construction Activity and Notice of Intent Applications for the Stormwater General Permit for Oil and Gas Construction Activity. The employee will receive applications, conduct reviews, issue comments for incomplete applications, draft permits, oversee public notice, attend public hearings, prepare responses to public comments, and submit permits for consideration and signature by the Division Director.
The employee will provide compliance assistance to permittees and will conduct outreach and education to the consulting engineers/geologists preparing permit applications. The employee will occasionally travel to facilities to evaluate compliance status, explain regulatory and permit requirements, and strive to improve the State’s compliance rates in the field of Surface Water Protection. Will maintain records, file documents, and perform routine office duties related to the permitting program, including answering phone calls and email inquiries.

***Special Note for Internal State Applicants: Applicants without an environmental related degree or environmental work experience will be required to complete and pass the DOP skills test to be eligible for this position.***

Minimum Qualifications
Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
Promotional Only: Two (2) years as an Environmental Resources Associate may substitute for the required training.
Note: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying training or certification. The qualifying training or certification must be verified before the employee may be certified permanent.
