ESL certification. Knowledge of: second language acquisition and acculturation processes, research, legal requirements, program models, methodological approaches, techniques for teaching English, reading, and content to second language learners, appropriate assessments for program placement and monitoring student achievement, and administrative procedures in implementing a formal ESOL program that is in compliance with all laws regarding requirements for limited English proficient (LEP) students and parents.
Native or near-native proficiency in all the skills of understanding, speaking, reading and writing in English is required. Bilingualism of the language most represented by the students is an asset, not a requirement, unless the program model is a bilingual one, in which case, native or near-native proficiency in all skills of the target language of the program is required. Excellent interpersonal skills in order to: collaborate with all staff in a school and provide on-going professional development and leadership as a specialist of the second language issues in a school.

BASIC FUNCTION/NATURE OF WORK:
Accelerate the learning or acquisition of English for English language learners (ELLs) and the academic content of math, language arts, science, and social studies in order for LEP students to achieve passing classroom expectations, passing SOL scores and meet graduation requirements. Provide cross-cultural information about the American school system and being a student in an American school for LEP students. Serve as a liaison between the LEP student and all his/her classroom teachers and their families and the school. Implement all ESOL program procedures in order to be in compliance with legal responsibilities. Provide leadership and consultation as the second language expert/specialist to all staff in a school.
DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:
• Work collaboratively with all stakeholders in providing a World-Class Education.
• Assess all LEP students K-12 for ESOL Program eligibility as necessary and for the annual assessment of all LEP students.
• Implement all procedures of the ESOL Program as prescribed in all manuals and in written communication such as notices and memos by the ESOL supervisor in order to be in compliance with the law and School Division policies.
• Maintain appropriate and required documentation on every LEP student such as for the ESOL Program Student Folder and the File 6.
• Make recommendations to general education staff about the types of accommodations, adaptations, special resources, courses, classes, and classroom adjustments that are appropriate for each ESOL student.
• Make recommendations about the appropriate accommodations for all types of formal assessments whether within the School Division or state by convening a LEP Review Committee and communicating those recommendations to parents and staff.
• Serve as the second language specialist to an entire school staff by maintaining a high knowledge base of the latest research, laws, most effective practices, and issues in the field.
• Serve as a liaison between the ESOL student, his/her family and the school, especially with respect to cultural and language differences, and provide cross-cultural information to all parties that foster positive relationships.
• Provide rigorous and appropriate instruction to ESOL students that supports the acceleration of English and appropriate academic content and is aligned with the SOLs and Prince William County Public Schools curriculum.
• Provide content-based, sheltered ESOL appropriate instruction to designated ELP level LEP students and be knowledgeable of the instructional delivery models (flexible grouping, pull-out, inclusion, or co-teaching) most appropriate for the ELP level of students and realities of a school’s staffing.
• Collaborate, consult, and co-teach as required will all school staff.
• Monitor ESOL students’ progress in all aspects of his/her academic schedule and their participation in all school activities and programs, and promote and advocate for their participation as appropriate.
• Provide on-going professional development to all school staff as necessary and/or requested on the second language acquisition and acculturation processes, sheltered instruction, the latest research, and most effective practices in teaching English language learners.
• Serve as a consultant for purposes of referrals to other programs such as Title 1, Special Education, Gifted Education and others to assure neither the under nor over –representation of LEP students.
• Participate in intra-school professional development opportunities that enhance the knowledge of the general education curriculum and issues in order to know how those relate to ESOL and how to adapt or incorporate them into ESOL instruction.
• Participate in all meetings in a collaborative spirit within a school where representation of ESOL is needed and appropriate such as school councils, grade level, mapping, multicultural and others.
• Participate in School Division level professional development meetings and workshops both specific to ESOL and generic in order to be connected to and knowledgeable of the most current trends, practices, and procedures.
• Participate in all required ESOL program trainings in order to be knowledgeable, skilled, and current with all program procedures and requirements.
• Maintain on-going communication with parents and the families of ESOL students in a meaningful way which may require the use of interpreters and translations.
• Provide consistent and meaningful LEP parent outreach activities throughout the year in order to be in compliance with No Child Left Behind and all laws.
• Maintain on-going communication with all general education teachers of the ESOL students and maintain a positive, nurturing, collaborative and consultative-type relationship.
• Complete other duties as assigned.
